By order of the Kern County Board of Supervisors, on 1/1/95 the County Clerk-Registrar of Voters was combined with the Auditor-Controller office.


Registrar of Voters:

Mary B. Bedard, CPA

Mary B Bedard is the elected Auditor-Controller-County Clerk and has been the Registrar of Voters since 2013. She has 30 years of experience with the County of Kern. Prior to coming to Kern County, she served in the Peace Corps, setting up accounting systems for the Western Samoa Treasury Department and teaching accounting for the Western Samoa Society of Accountants.

Ms. Bedard holds a bachelor’s degree from the University of Toronto, a master’s degree in accounting from the State University of New York at Albany and is a Certified Public Accountant.

Kern County Elections Assistant Registrar of Voters:

Karen Rhea

Karen Rhea has nearly three decades of experience in elections in both the private and public sectors. Before joining the team at Kern County in 2006, Ms. Rhea worked in the private sector with jurisdictions throughout California and the nation where she honed her knowledge of both state and federal election law. She is a Certified Elections Registration Administrator (Election Center and Auburn University) and a Registered California Professional Election Administrator, (California Professional Election Administration Credential Program). She is a member of the California Association of Clerks and Elections Officials where she served as a member of the Board of Directors and Co-Chair of the Legislative Committee (2013-2016).


The Registrar of Voters' Responsibilities include

  • Conducting county-wide federal and state, city, school, and special district elections
  • Maintaining master voter list, precinct records and maps
  • Maintaining candidate/committee campaign contribution/expenditure statements and election documents
